In a critical geopolitical turn, it is becoming apparent that Russia may withdraw its ratification of the Comprehensive Nuclear-Test-Ban Treaty. According to reports from analysts at the Institute for War Research (ISW), the lower chamber of the Russian parliament, the State Duma, was ordered to consider the process of revoking Russia’s ratification of the treaty by October 18.

On October 5, President Vladimir Putin is said to have first commented on the possibility that Russia could withdraw its ratification of the treaty. However, the exact details and motives of his statements are not completely transparent and need to be clarified. The ISW states that the Kremlin is using nuclear rhetoric to encourage the USA and its allies to persuade Ukraine to enter into talks. The use of nuclear weapons by Russia in Ukraine is still considered unlikely.
