The final report on Emergency Appeal MDRLY005 – Storm Daniel outlines the progress achieved, key accomplishments and lessons learned throughout the humanitarian operation in Libya. The response was delivered in two phases of operational strategies, starting with an emergency response and then expanding to a recovery and resilience programme to meet the evolving needs of disaster-affected communities.

The first Operational Strategy, launched in November 2023, prioritized emergency response, search and rescue, and provision of immediate life-saving support to communities impacted by the floods.

In September 2024, the Operational Strategy was revised to incorporate early recovery and resilience-building activities. It focused more on recovery planning and implementation, institutional strengthening of the Libyan Red Crescent Society (LRCS) and security management.

The MDRLY005 Emergency Appeal was launched on 13 September 2023 to respond to humanitarian needs stemming from Storm Daniel and its aftermath, and was extended until 30 June 2026.

The revised strategy included extra recovery activities to respond to needs that arose from the changing humanitarian situation. The funding requirements were then raised to 20 million under IFRC multilateral funding and 25 million throughout the Federation.

This approach continued to follow the structure of the previous revision of the appeal, which included immediate humanitarian needs, longer-term recovery priorities and institutional support. The shift from emergency relief to recovery was a response to the need to respond to the immediate disaster impacts, as well as to the resilience of the affected communities and the capacity of local humanitarian institutions.
